Graham Cookson

Graham Cookson is Chief Executive of the Office of Health Economics (OHE), a charity and independent research organisation providing economic analysis on health, healthcare and the life sciences. Based in London, he leads OHE's work informing policy and decision-making for governments, payers, regulators, industry and international organisations.

A healtheconomist by training, Graham's work spans pharmaceutical pricing policy, health technology assessment, innovation financing and competition economics. He has written extensively on most-favoured-nation drug pricing, the UK–US pharmaceutical relationship and the design of cost-effectiveness thresholds, and is developing new methods for measuring countries' contributions to global pharmaceutical innovation. He also provides expert economic evidence in litigation.

Graham brings a particular interest in rare diseases to his policy work. He serves as the health economist on NHS England's Rare Disease Advisory Group and was a member of the Rare Therapies Launchpad before its merger into LifeArc.

He is a frequent conference speaker and media commentator, and his writing has appeared in academic and policy outlets including The BMJ. His approach is grounded in analytical rigour and independence: engaging seriously with the incentives facing innovators, payers and patients, and following the evidence on what improves long-term social welfare.
